Jammu and Kashmir is gearing up for Panchayat elections (gram panchayat and municipalities). Amidst calls for poll boycott by separatists and militants, People's Democratic Party and National Conference have decide not to contest in 'bid to save article 35 A'. This could mean a cakewalk for the BJP and Congress but in the valley, people are too afraid to contest.
